The introduction of 6 year tenancy rights in Ireland from March 2026 is a massive lost opportunity. It does nothing for landlords except to encourage them to leave the market. Each step the Irish government has taken over the last 15 years has done little to solve the housing crisis. The 6 year tenancy could have followed the German Blanko Mietvertrag model which has yielded positive results. Instead the Irish with over the top pro tenant measures will continue to follow the scenario outlined in 1941 by Henry Hazlett.....which led to the slums of New York.

What the shell lease achieves is that the tenant has an interest in the upkeep of the apartment. If he leaves he must return the unit back to its original shell. Landlord gets a fair return on his asset. Tenant fits out the unit to an agreed standard and gets security of tenure. These units are faster and cheaper to build.
