What the shell lease achieves is that the tenant has an interest in the upkeep of the apartment. If he leaves he must return the unit back to its original shell. Landlord gets a fair return on his asset. Tenant fits out the unit to an agreed standard and gets security of tenure. These units are faster and cheaper to build.
