Wild that states are having to swat at prediction markets one by one because Congress still hasn't decided what these things are. My take: if you can bet on elections or sports with an app and a legal memo, it's gambling unless proven otherwise. Kalshi can call it a market all day, but regular people hear "wager" and they're not confused.
